I'm thinking of trying the Esskay 400xt, 3s1p 1300mAh, 7x6 prop, and a cc-10.
Any ideas or suggestions?
Do you think it would run on 4s?

I have four Esskay 400XTs. Recommended prop range is APC 9X4.7SF through 11X4.7SF depending on number of Li-Po cells in pack with 9X4.7SF & 10X4.7SF being the norm for use with three cells.
I am using 400XTs on a Tensor and a Reflection running on three cells swinging APC 10X4.7SF props with plenty of power for anything I want to do with them.
I haven't tried it (nor will I) to run that motor with four cells. I doubt the 400XT will survive a four cell pack for more than a few seconds. I have a notion it will self destruct rather quickly regardless of what prop size you use with it. Stick to the manufacturer's recommendations and it will last you a long time.
As for ESC, I am using a 20 amp unit on each plane. They are heavier than a 10 or a 12 but I have a greater safety margin with it since that motor can and will, under certain cricumstances, draw in excess of 12 amps. The CC 10 is not designed for that kind of abuse.

I have put the 400XT on a F-16 using a four cell pack. The result was a ultra fast unlimited vertcal plane that was, at the time, the fastest plane I had ever flown. I used a cam pro slim prop 8x6 and the motor only drew about 11amps static. You can use more cells on any motor as long as you keep the amp drew down by reducing the size of the prop. The only other thing that you have to do is make sure that your ESC can handle more voltage, if you go to more than 4 cells you may have to use a separate battery for your reciever. good luck, I hope this helps.
