I am not sure soft foam is that water tight. OK for splash but I think in any sort of 'immersion' it will let water in.

Yes it would appear that a 2.4 rx has nearly twice the standing current of 35 meg.
To be fair in most applications the extra current drain is so small that would make no difference at all...
