Personally I set HIGH rate at full 100% ... I use the model links to set overall movement.... based on factory settings advised if any.
For low rate - I want a significant reduction to smooth out control of the model and no aerobatics, so usually go for 50 - 55%.
As to expo ... I would set both High and Low to similar expos of about 25 - 30% to soften that centre stick. Adjusted similar on both to suit after a few flight tests.
