As I said earlier but obviously didn't explain well enough for you to understand, it doesn't work like that. With the same motor and same prop the 3S battery will be trying to turn the prop a lot faster and because of that will draw a lot more current. Overall the 3S setup would be running at more than DOUBLE the power of the 2S setup.
