Yes, totally intentional. And yes, this is due to prop torque. Without the thrust angle turned to the right and down, your plane will turn left and climb in a very undesired manner at high thrust. The plane you're working on most likely needs it too, but how much varies between planes due to lots of factors. You'll probably need to test fly it and shim as necessary based on your findings. It probably already had thrust angle built in as well, maybe it was hidden better.
Also, full scale planes have thrust angles built in as well, it's just a lot harder to notice a few degrees offset when the plane is so big.
