I know what you mean on a recovery vessel. You do have the fishing poles I have read that you can use a pole with a tennis ball on the line. I believe a hole is put through the ball and the line threaded through. Tie a washer on the end of the line, then you can toss this over the plane and pull it back in.
Good idea if the wind is blowing towards the launch area of course this would be ideal. Worse case is you sit and fish till the plane comes back.
