Default Wind/Breeze speeds ?

Have some of the smaller and the smallest quad. Interested in getting a unit that can operate outside. Have tried a Heli-Max 1Si outside and if there is a slight breeze, it hovers great but goes in the opposite direction at a higher than normal speed.
Now my question is how to figure out what is a slight wind. I have plans to get another quad that can be used outdoors. Though one that is about $200.00. I thank thee for any information in this area.
