Provided the grain goes the right way 3 x 1/8" 3 ply will be stiffer than one 3/8" 7 ply.
3 x 1/8 should have 6 laminations with the grain across the joint. 7 ply will only have 4.
Of course this does assume your glue is as good as that used by the ply manufacturer!
