I know the CellPro 10S has been discontinued, but is still available. The description included - Safe, fast, and effective charging for any Lithium chemistry battery, includes support for charging 1 or 2 packs, manual or Auto charge rate settings (1.0C, 2.0C, 3.0C), individual cell IR readout.

I've looked through the manual, but I didn't see anything to measuring individual cell IR.

Did I miss some thing or is this feature not included?

Mine will give the IR of the individual cells. You can not use the yellow jumper that came with it though and it takes 10 minutes or more of charging before it will read them.

Well, maybe that's why I don't see IR of individual cells as I am always charging through the balance plugs with the yellow jumper in place.

Can you describe the procedure to measure IR of individual cells?

FYI, you also have to start the charge with a pack that is no greater than about 70% state of charge. Easiest if you just make sure the pack just came out of your model after a flight.

Is there a good value for IR or just comparing the values of each cell?

Hi:

Various mfr's packs and cell chemistries have varying IR's. The best use of IR measurements is to spot trends over time. If you see IR's suddenly starting to go up on a cell, consider replacing that pack. If you attempt to use IR measurements as an absolute, you will likely become disillusioned.
